Why a "Financial Indicators Database "?  

The Romanian Federation of Local Authorities, financially supported by the World Bank Institute, developed this Financial Indicators Database in order to increase the transparency of local government and to become a useful tool in the process of elaborating local policies.

The lack of information, the lack of systematized information, gathered in one place, the difficult access to the data, the technical problems in accessing the data are very important reasons for developing this database. The final outcome should be a very easy to access database by anyone interested; a database, which should include specific indicators of local authorities (very detailed and gathered in one place); a database, which should become a real useful tool for local and central public government activities.

This database purpose is to support:

•  A sound financial management of the local government

•  Better decision-making in local governance

•  Better financial and fiscal policy making

•  Better availability of financial data for the citizens, media and interested annalists

•  Greater transparency in local governance

The database will encompass mainly financial data and financial performance indicators. If this tool will become useful, we will try to find a way to complete it with other indicators.

Financial data and statistical ones are gathered from the local authorities. Financial performance indicators have been identified by the Federation experts involved in this project and have been calculated based on primary indicators.

Why should you use the database information? What can you find useful in this database? A whole range of indicators and possibilities of searching the database for information needed are available. Below you can find details about the way in which everyone can use the Financial Indicators Database and the way in which the information can be introduced.

  How can you use the "Financial Indicators Database "

If you want to find a specific indicator, you have to use the menu from the left side. The menu has search options depending on some criteria. It has to be said from the beginning that there are differences between indicators of every local government level and the database includes all the specific indicators from all local government levels.

The criterion “After LGU” (Local Government Unit) will allow you to find the indicators needed from a single specified LGU, which belongs to one level of local government. Don't forget that using this criterion you will obtain only the specific indicators of one level.

“Specific criteria” will allow you to see the financial performance indicators, the general indicators or the financial primary indicators that you want, but you will have to choose from all the specific indicators, not only from the ones who belong to one level of local government.

The criterion “Comparisons on location type” will allow you to make some comparisons between different locations from the same level of local government (county, municipality, town or commune).

The criterion “Comparisons on the number of inhabitants” will allow you to make some comparisons between LGUs with the same number of inhabitants.
